I have got a new 27" QHD (1440p) monitor with 144Hz.
I need to ask two questions so please help me.
a. When I play TS19 full screen my in-game fonts look way big ( like 125% of normal ) than the other programs which runs with super clear fonts.
b. Is there any way to lock fps in game so that it does not go more than 144fps. What here I had thought that if my monitor's refresh is 144Hz then getting 200fps is not practical as the monitor can refresh itself 144 times in a second. Correct me regarding relationship of FPS vs Refresh Rate if I am wrong.

Yes. It is at 2560x1440 and scale 100%.

What video card are you using? Hopefully nVidia.

Have you gone to the nVidia Control Panel and checked your settings there?

You can customize game settings per game there.

Yes, I have installed it correctly and the game have been added in the list.
