How Do I Lower Engine Sounds Entering The Cab?

I want to lower the engine sounds entering from the exterior, i.e. the Locomotive Engine, when in number 2 View.

I read an earlier post dealing with sounds inside the passenger car, but I'm not sure how to open a .pak file. Can this be done in RW Tools? If so, what are the exact steps?

Clarifications needed.
Number 2 view is exterior, not interior.
You never needto open a pak file. Perhaps you mean a .ap file, in which case RW-Tools has functions for unpacking them, or you can use 7zip.

I should have said "Number 1 View" from inside the cab. I would think, especially with new locomotives, the cabin should have a lower volume level than the exterior.

The pak file reference was from another post here, regarding volume inside passenger cars.

In theory, according to the dev docs, you should be able to use cab sound occlusion for lowering sound volume inside the cab.
Except it doesn't work.
So what people do is have separate sound loops in the cab sound blueprint, with the same sound sample (e.g. engine sound) but with a reduced volume, and mark these sounds "INSIDE", while the exterior sounds are marked "OUTSIDE".
