Help. Mouse driver reinstalls everytime I restart or wake PC

I'm having problems with the USB drivers for what is now two different mice.
A Roccat Kone+ sometimes wouldn't wake at all with the computer.
I now have a Logitech G400s, and it reinstalls the drivers every time I wake my PC from sleep or cold boot.
I've tried turning off "Selective Suspend" in the power profile's USB settings.
I've also tried turning off "Hybrid Sleep".
I've also added the .exe files for both mice to the security exceptions lists.
I've also updated my USB drivers...

Any ideas?

If you haven't already boot into Safe Mode and if the mouse "acts" how it should in safe mode then do a clean boot (assuming you have Windows 7 or 8) and see how it goes. Doing this should help to see if its a driver or third party app causing your issue.

That was my thought, too, Eric. Are you using drivers that came with the mice, or a third party program? Personally I don't use or like any mouse drivers, I just use the default Windows drivers. Doesn't give me any special functions, but I don't need them really.

Yeah, I have started in safe mode and also tried the mice out of their boxes with no drivers installed, just the default windows ones. That's how I figured out it's Roccat's and Logitech's drivers. Some online comments about Logitech say it's the new gaming software and just needs some minor patches.
I did figure out what was causing the install USB device sound with the Logitech G400s. It's a minor bug in the driver, that makes the install hardware sound when it puts the icon in the taskbar upon waking or cold boot. If you change the mouse's icon to "only show notifications" it stops doing it.
The Roccat drivers have apparently been problematic for some time. They used to lock up their mice when in windows and working or gaming, but nowadays only do it occasionally when waking from sleep. Still annoying though. Maybe it's not truly locking, it's more like their Kone mice don't wake at all, IE no power even to power the lighting.

I like a G400s I'm playing with. It has programmable buttons and profiles. I set one profile up to use one button for toggling the map open and closed, and like the DPI customization. I set the DPI memory for TS2013 at 1000, 1200, 1400, 1600 and 1800 with the default at 1200 when the program starts. That makes driving engines in the HUD easier, since some have those split throttles and/or brakes that are kind of sensitive. I can turn it down or up depending on engine.
The 1800 dpi setting is only useful when in the editor "landscaping" *!greengrin!*

Those Roccat mice have great hardware and I love them, but until they can finally work out their driver issues, I'm staying away.

I deleted a previous reply because it turned out to be wrong.
I have finally figured out what the respective mice don't like, even though it makes no sense to me.
It turns out it's the custom power profile I was using. These mice don't like the minimum processor state set to 50% for some reason. If I use the Windows 7x64 default of "Balanced" they are quite happy.
The funny thing is, the custom plan was a clone of "Balanced" with two mods. Minimum CPU usage at 50% and never turn off the HDD. I still have the default power plan set to never turn off the HDD/SDD with no issues, so I know it wasn't it.
I got curious and set the default power plan so the CPU was at a minimum of 50% and sure enough the mice started acting up again. After setting the minimum CPU back to 5% (the default setting) all is well again.
