steam delete local content not freeing up space

Using Windows 10, when I delete local content for a game in steam, disk space is not freed up. If I attempt to manually delete the space, after doing a 'delete local content,' I get an error message 'admin privileges required.' I'm the admin, but it won't delete.
Is this a Windows 10 or a Steam problem?

Do you mean a uninstall. How are you going about doing this ?

I use the steam 'delete local content' feature. It doesn't remove local content however, ever since I got a Windows 10 system.
I finally had to go into some games that I wanted to uninstall and manually delete the files. The system would not let me delete the folders. Someone on a steam forum told me that Windows 10 will not allow deletion in the 'programs' or 'programs (x86)' folders, without admin privileges. I am the only user however, and with admin priveleges.
When going into file permissions, I note that not only do I have admin priveleges, but there are other admin accounts of some kind, I suspect from the MSI installer (its a MSI laptop). At any rate, I throw up my hands, and just do a manual file delete now, after attemtping 'delete local content.'

Have you tried turning off User Account (UAC) in Windows 10.

Are the files/folders that you are trying to delete marked as "read Only"?
In order to delete a folder in windows PF and PF(x86) folders - You may also have to set "permissions" for each folder/subfolder via, right click, "properties" Security, Edit, Add, Advanced, "Find now", and select from the list
EVERYONE, Authenticated Users, System, System Name (usually your name), Administrators, and Users, and give full permission to each.
Just a thought.

I tried clearing the read-only. Also did an experiment giving permissions to all those you mentioned. No avail.
I'll just have to live with it. Suspect it's related to the MSI setup somehow.
