That's quite an unusual error when you are running a 64-bit OS! Its usually associated with 32-bit Windows and large VRAM on the card.
Have you run DXDIAG?
In Device manager does your video card show up?
Have you disabled the on board graphics in the bios?
Might be worth reseating the card on the mobo?
Is the video card getting hot?
What driver are you using?
You haven't previously ran a command line option using "bcdedit"?

I was thinking about sending you a PM on this, so thanks for answering.
Everything checks out, DXDIAG etc. The video card is registering 32c at this moment, according to EVGA PrecisionX 16. I can run TS2016, and see what temperature registers. BTW, this is the standard clocked edition of the 750ti.
Here's my command line options: -SkipIntros -Multicore -FPSLimit=30 -UseFastBlueprintCache -ShowControlStateDialog EnableAsyncKeys
I forgot to mention the error registered after trying to access the scenario editor, which has been causing problems lately.
I ran the scenario today, and it worked fine. I didn't access scenario editor though.
This scenario has at some points four trains running next to each other, which I thought was impossible in TS.
