Based on the "can't file the Railworks folder" error you're receiving, it sounds like your folder path is different somehow from the "standard" Steam install path. If Steam was installed in a different path or drive, it will still work, but bat files or other utilities that hard code file paths to the standard install path could fail. On my desktop computer, I have Steam installed on an SSD D drive and it runs fine.
If your Railworks folder is installed in the above default path, then the only other thing I can think to try, from a permissions standpoint, is to change the permissions on the \RailWorks folder and all folders underneath to Everyone, full permissions. If you're logging into the computer under an admin account, you shouldn't have to do this, but I've also seen Windows do strange things in the Program Files (x86) and Program Files folders. I've had to deploy the Everyone full permissions trick a few times to get programs working.
Lastly, and if all else fails, you can open the bat file using Notepad. Note the files that are being copied from and to, and just manually copy the files over yourself.Once all the necessary files are copied over, the cache is cleared and Train Simulator is restarted, if the E units still don't show up something else is going on.
My sim is installed on my external drive, e-E\Steam\steamapps\common\RailWorks. If my sim needs to be in the C\Progams(x86) I'm out of luck. I'm not runnning Railworks on my C drive. You say it might work in a different path or drive but it might fail. Well it fails. And I'm not understanding opening the bat in Notepad. You say manually copy the files over yourself. I have no clue what you are talking about. Shouldn't be this hard. I would like to think I'm not a complete moron, but maybe I am........
