I'm in the process of upgrading and "TS13-readying" the NP Steam Era packs.

The early 19th century pack is already back online:

As usual, this also works as an update for all who already have the cars. Please use your old download links and re-install the package, and email me if you have questions or in case you have misplaced the links.

That seems to me like the safest way to get the update installed. You probably don't have to uninstall or delete any repaints though.
